A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association was held on Tuesday, May 17, 2016 at 5:30 p.m. at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449.
ATTENDANCE
Board Members present were Dave Ellis, Gail Owen, Martin Spears, Anitra Ondrush and Larry Crain. Also in attendance was Dolores Sue representing Planned Community Management, Inc. (PCMI) and Officer Wilburn.
With a quorum being established the meeting was called to order at 5:33 p.m.
MINUTES
A motion to approve the minutes of the April 19, 2016 Annual Homeowners’ Meeting and the Board meeting that followed was made by Gail Owen, seconded by Anitra Ondrush and unanimously approved.
HOMEOWNER CONCERNS
There was one homeowner present representing the swim team.
She explained that the holes into which the poles supporting the buntings that are stretched across the pool during swim team practices were cemented over when the pool was re-plastered. Although this has been the case for some time the team is requesting that the Association look into correcting this issue. Dave Ellis will meet with a team member to determine exactly what is required and will get a quotation for having this work done and report back to the Board.
Board Member Anitra Ondrush, who is a resident and also serves on the Winborn Elementary Spark Park committee, explained that the school has begun the implementation at this location of the first Katy Independent School District’s Spark Park. The shade covers, equipment and fence are already completed. This park will be especially accessible to pre-Kindergarten and special needs children but will be open to all.
One feature the committee would like to implement is a walking path believing that this would be a great benefit to Settlement residents as there are a lot of walkers and no sidewalks in the community. To supplement existing funding for the construction of this path the committee is intending to raise an additional $50,000. Funds are being raised from the community including from Winborn families and local businesses. Municipal Utility District 61 and 62 have donated money and the committee is requesting that this homeowners’ association consider doing likewise.
PATROL SERVICE REPORT
Martin Spears reported that overall the subdivision is doing well with few incidents to report. The report is listed on the web site for homeowners to review.
KEVIN ATKINSON – Texas Pride Disposal Solutions
At this time Dave Ellis introduced Kevin Atkinson. Kevin is the owner of Texas Pride Disposal. He described his extensive experience in the trash removal business and explained his approach and his company’s process for garbage removal. If selected, pick-up days would be Monday and Thursday as at present but with recycling pick-up moved to Mondays. Martin Spears stated that homeowners he had spoken with would favor a Monday recycling pick-up as then they then wouldn’t have to have their recyclables, a lot of which are generated over the weekend, sitting around until the following Thursday.
The Board thanked Kevin for attending the meeting.
FINANCIAL REVIEW
Dave Ellis presented the financials. As of April 30, 2016 the money in the bank totaled $649,650.00. This figure includes checking, savings accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. The delinquency for the period ending April 30, 2016 was $59,488.00 this amount including maintenance fees, accrued interest, the cost of force mows and legal fees.
OLD BUSINESS
Trash Contract Renewal - The Board reviewed three (3) proposals for the new trash contract. A motion to accept the five (5) year contract option offered by Texas Pride was made by Martin Spears, seconded by Gail Owen and unanimously approved.
NEW BUSINESS
Splash Day - The Veterans’ Parade and Splash Day has been scheduled for Memorial Day, May 30, 2016, from 10:00 to 2:00 p.m. Anitra Ondrush who is organizing this event explained that the parade will being at 10:00 a.m. at the school following a color guard ceremony by our local Boy Scout troop and will travel around the perimeter of the subdivision, along Bucktrourt, Cructhfiled and Wetherburn ending up at clubhouse where the Splash Day activities will be held.
The committee would like to have a low-bed trailer to transport all the veterans together at the head of the parade but as of this meeting a trailer has not been located.
There will be music, balloons at the corners to mark the route, and prizes for the best decorated entries.
A new feature this year will be a “Slip-N-Slid” on the grass area behind the pool. This should be a lot of fun for the youngsters. Anitra confirmed that the company from which it will be rented does carry the required liability insurance.
A motion to allow an expenditure of not to exceed $500.00 for this event was made by Martin Spears, seconded by Larry Crain and unanimously approved.
2015 Audit - Dave Ellis reported that the draft 2015 audit was received on the morning of the meeting and is currently under review. A motion to accept the 2015 audit subject to Dave Ellis’s review and approval was made by Anitra Ondrush, seconded by Gail Owen and unanimously approved.
Managers’ Report and Board packages - The Board unanimously agreed that in order to reduce the copying costs for producing hard copies, henceforth the monthly Managers’ Reports will be e-mailed but the Board packages containing information to be discussed at the Board meetings will continue to be mailed.
There was no requirement for an executive session so the meeting closed at 6:51p.m.
The next meeting will be held on June 21, 2016 at 5:30 p.m. at the community clubhouse.
