MINUTES OF ANNUAL MEETING MEETING OF MEMBERS OF WILLIAMSBURG SETTLEMENT MAINTENANCE ASSOCIATION, INC. ORIGINALLY CALLED APRIL 18, 2006 BUT RECESSED UNTIL
MAY 16, 2006
The Annual Meeting of Members of Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, April 18, 2006 at 1602 Hoyt, Katy, Texas 77449 at 7:00 p.m., there was no quorum present; therefore the meeting was recessed until May 16, 2006.

Directors in attendance were Sue Dean Smith, Don McClelland, Linda Moore, Dave Ellis, and Richard Erbert. Also in attendance representing Planned Community Management Inc. was Dolores Sue.

A quorum was qualified by representation in person and/or by proxy of 131.

The Board President served as chairperson and called the meeting to order at 7:00p.m.

The first item on the agenda was the election of two (2) Directors to the Board. There were two (2) names on the ballot: Dave Ellis and Patrick Sammon. The floor was opened for nominations. There were no nominations from the floor, a motion was made, seconded and unanimously approved to close nominations from the floor and call for the vote.  A motion was made from the floor to elect the two Board members by acclamation; it was seconded and unanimously approved. Therefore, the new Board members are Dave Ellis and Patrick Sammon to each serve a three (3) year term.

The next item on the agenda was a review of the Association financials. The financial report was presented for 2005 budget and 2005 actual and the 2006 budget. There were questions and answers on the financials. A vote is required annually to roll over the excess income if any, for the benefit of IRS rulings. Upon a motion duly made, seconded and unanimously approved by the Members, it was:

RESOLVED, that any excess assessments for the taxable year 2006, that
are over and above the actual expenses paid or incurred for said year, shall
be applied to the following year’s assessments for operating expenses.

Community Operations Update / Open Forum – The inside of the clubhouse has been painted and the repairs need for the chemical room have been completed. The association has now gone to liquid instead of chemicals and a fan has been installed in this room to keep it ventilated. The water fountain at the pool area has been replaced. A resident reported there is some damaged Hardiplank at the front of the pool storage room. The Board will review and take appropriate action. The Board reported there is a handicap parking space at the recreation center parking lot.

The Board explained that they had investigated possibly lowering the speed limit to 25 in the subdivision. The Board felt the criterion that was set out would not be feasible at this time. However, they have asked the constables to monitor speeding more closely and vehicles who do not stop at stop signs.

At this time, Linda Moore introduced herself as the constable liaison for the community. She then introduced Deputy DeMouy, the evening deputy. Deputy DeMouy stated he has been monitoring the speeding and tickets are being issued.

A resident stated there are problems with people parking directly behind stop signs and on the curves. Deputy DeMouy stated he will monitor. The Board reminded residents if you see something illegal or dangerous call the constables.

Another resident stated they feel the constable does a great job. At this time the Board thanked him for attending the meeting.

A resident reported they have spoken with the Elementary school about having a program to get children involved and recycling and perhaps encourage their parents to recycle. She stated they were receptive to the idea.

It was stated that it would be nice if signs could be posted to remind people of the Board Meetings. A resident stated that e-mails are a good tool as well. At the present time everyone who has registered their emails on the association on the association web site does get an e-mail reminder of the meetings.

A Board Member from the water board stated the Municipal Utility District Number 61 has passed a homestead exemption for this year which will provide some tax relief for residents served by this Municipal Utility District.

A resident asked about homes that need mowing that are vacant. The Board explained that the association can and does force mow homes and bill the owner’s maintenance fee account. 

There being no further business the meeting was adjourned at 7:46 p.m.
